In a historic ceremony attended by government officials, dignitaries, and members of the academic community, Dr. James Condua Orleans-Lindsay, Executive Chairman of JL Holdings Ghana, was officially inaugurated as the first Chancellor of Cape Coast Technical University (CCTU). The event marked a pivotal moment in the university's history, signifying its commitment to growth, innovation, and academic excellence.

During his investiture speech, Dr. Orleans-Lindsay expressed heartfelt gratitude for the warm reception and support from the CCTU community and the people of Cape Coast. He acknowledged the pressing challenges facing the university, including the need for improved infrastructure such as student hostels, lecture halls, and recreational facilities. However, he emphasized his optimism about overcoming these challenges through collaboration with government, alumni, and private stakeholders.
“As the first Chancellor of this noble institution, I pledge to uphold the highest standards of academic excellence and ensure accessibility and affordability of our programs to all Ghanaians,” Dr. Orleans-Lindsay affirmed.
Dr. Orleans-Lindsay outlined his strategic vision for CCTU, which includes recruiting exceptional faculty, developing market-driven academic programs, and fostering global partnerships. He aims to position CCTU as a leader in technological innovation, entrepreneurship, and clean energy solutions, aligning its mandate with the Sustainable Development Goals focusing on quality education, economic growth, and innovation.
Transforming Challenges into Opportunities
The Chancellor emphasized his dedication to empowering students with entrepreneurial skills, ensuring they are well-equipped to become self-reliant contributors to Ghana’s development. He announced plans to prioritize the completion of the university’s proposed 40th Anniversary Students’ Hostel and pledged to work with government and private entities to address other infrastructure deficits.
Dr. Orleans-Lindsay called upon students to unlock their full potential and alumni to actively support the university’s vision of becoming one of Africa’s premier technical institutions. He described his investiture as a “tremendous paradigm shift” and a turning point that would position CCTU among the best technical universities globally.
A Distinguished Leader
Dr. Orleans-Lindsay brings to CCTU an impressive blend of entrepreneurial expertise and academic accomplishments. As the CEO of JL Properties and Executive Chairman of JL Holdings, his business empire spans multiple sectors, including real estate, agriculture, construction, beverages, security, aquaculture, and consultancy across Africa and Europe.
An alumnus of esteemed institutions, Dr. Orleans-Lindsay holds a Bachelor of Science in Biochemistry from Kwame Nkrumah University of Science and Technology (KNUST), a Master of Science in Construction Management from the University of Salford, and a Doctor of Philosophy in Construction Management from the University of Hertfordshire. Additionally, he has completed certification programs in Real Estate Finance from the London School of Economics and Real Estate Development from Saïd Business School, University of Oxford.
His commitment to sports and youth development is notable. A former board member of Accra Hearts of Oak Football Club, Dr. Orleans-Lindsay holds a CAF Coaching Certificate 'A' and serves on the Board of Governors at All Nations University.

As a former president of the Ghana Association of Young Entrepreneurs and Chief Patron of the Cape Coast Youth Development Association, his work continues to impact lives positively.
Born in Cape Coast and raised in Koforidua and Accra, Dr. Orleans-Lindsay values his Ghanaian roots deeply. A devoted Christian, he is married to Nana Ama Abrefi Lindsay, and together they have four children. In his leisure time, he enjoys reading autobiographies of great achievers and watching documentaries.
